Quality

My primary complaint about this restraint is the lack of a resizer, so you best be prepared to spend a lot of time resizing and moving the prims around if it doesn't fit out of the box.
Most of the gear from MB is primarily designed around Ponyplay, I think this style of jacket is often used in said play, but its fun for those of us that don't prnace around or neigh as well.

It of course locks, and has 2 positons. A normal cross armed in front one, and a reverse prayer postion of sorts. All controls are done by rather clicking the left mitten or using chat commands. The owner has access to a few commands the sub doesn't, such as Secowners and forcing them into poses. They also can force a mouselook and no touch hud onto the sub, and a Stay command that stops your sub moving.
The sub itself can lock the jacket, bind themselves, set the owner, etc.
The major downfall here? No timelock. Why do so many toys lack them?

Quality - It looks good, is unique in SL and is all round just nice - 8/10
Function - Its.. not bad. It has some decent stuff sure, but lacks a lot as well - 6/10
